Distribution of subscriptions

FSUE Russian Post implements large-scale reorganizations in the subscription market of the country. We strive to obtain best features of European subscription markets. These reorganizations are planned to have the following results in the subscription market:

  • Price fall in comparison with retail one minimum by 25-30% (jointly with publishing community)
  • Implementation of modern subscription technologies as on-line subscription enabling subscription for any number of issues at any moment for any term
  • High-quality logistics and fast press delivery «to the tea in the morning».

On 1st of July in 2005 all structural subdivisions were organized in unified enterprise within the framework of Government Decree on Restructuring the Federal Postal Communication Agencies of the RF №885-p; of 28.06.2002. It aims at establishing high-efficiency competitive enterprise that can make immense contributions in solving recent objectives on the country’s development. The status of national postal operator sets the question of establishing the single postal environment, implementing the unitary standards and approaches to postal services including subscription as an urgent one. In 2006 Russian Post dealt with the following subscription agencies:

  • JSC Agency «Rospechat»
  • CJSC «Subscription and retail agency»
  • LLC «Multi-region subscription agency»
  • CJSC «Agency of mass media distribution»
  • CJSC «Arguments and Facts»
  • JSC «Agency on distribution of foreign periodicals»
  • CJSC «Publishing house "Economic newspaper"»
  • CJSC «Publishing house "Komsomolskaya Pravda"»
  • LLC «Publishing house "Media-Press"»

Within the framework of agreements in 2006 post accept orders for subscription on the following catalogues:

  • Catalogue of Russian press «Russian Post»
  • Catalogue «Newspapers. Magazines» (with supplement «STI» (scientific-and-technical information)
  • Joint catalogue «Russian Press»

Since the first half-year of 2006 Russian Post implemented unified tariff system for newspapers and magazines subscription and delivery service within the framework of general strategy of standardization and unification of postal services. Due to the new tariff system subscription market became transparent for all participants. Tariff rates were based on definite criteria. The idea is that the rate for delivery of subscriptions directly depends on the weight of a periodical as while calculating the delivery labor costs the weight is the key parameter. Tariffs are stated for 14 tariff- zones in accordance with labor cost index in regions approved by the Government of the RF. With the introduction of a new system the disproportion in subscription prices in various country regions has been eliminated. Besides it enabled all members in the subscription market to exercise total control over the price setting in all constituent entities of the Russian Federation.

Russian Post solves a lot of problems on the integrated basis. So, for instance, the enterprise pays close attention to development of official subscription accounted for the major part of all subscription circulations. New tariff system applies unified tariffs both for individuals and business clients.
