The project «CyberPocht@». was officially launched 1st of August, 2001 to overcome digital gap in Russia. It aims at granting Internet access and using PC for the citizens of all the regions and the remote settlements in public access outlets.
Internet Public Access Outlets (IPAO) is one or several working places with PC providing Internet in post offices.
Presently Russian Post set over 20, 000 IPAO for the project CyberPocht@ in the Russian Federation. Each unit has standard PC software.

Access to Internet
- Providing Internet access*
- Subscription of electronic mail box: receiving and getting messages from/to mail box, i.e. using full complex of mail services
- Electronic mail (e-mail)*: sending e-mail without electronic mail box subscription. Using personal computer (PC)
Using personal computer (PC):
- Scanning: conversion of any image into computer file containing electronic image
- Scanning and further text recognition: conversion of text from paper-holder into computer file containing electronic text
- Work with office text (MS Office) and graphic editors* (Word, Excel, PowerPoint, Paint, Corel Draw and other)
- Recording on flexible disc, CD. Information transmission on electronic holders
- Consulting concerning Internet*, programs (MS Office) and other ones, services in public access outlets as well
Attendant services:
- Black-and-white printing*. Black-and-white data print output on paper
- Colour printing. Colour data print output on paper
- Computer processing of digital pictures and other images
- Storage of information on FTP or local server
- Access to net games. Download of net games for several players at a time
- Selection of thematic references (by branches of business, training including — distance education, job search including job data bases, consulting and other)
- Services of consultant-operator concerning services in public access outlets, trainings on graphic and text editors
- Training PC programs. Electronic manuals or consultation in PAO
- Working with electronic vocabularies and translators

Regional AFPS, Russian Post branch sets a certain range of services granted in PAO depending on its technical and financial potential.
One of the main goals of the Federal Program "Electronic Russia" reorganization of the Russian Post is creation of a centralized telecommunications infrastructure of circulating information. Within the framework of the program CyberPocht@ post offices provide Internet services. PAO help to develop such socially significant sphere as distance education granting consultations, studying materials and intermediate tests, academic exams in PAO. This service gives equal opportunities of getting higher education for citizens of megapolises and rural areas. They provide information-legal bases for citizens of Russia that improves legal unawareness and reflects positively on shift to civil society. Access to All-Russia data bases of goods and services through PAO and their home delivery improves living standards of all Russian people including remote regions. Search of work and employment through Internet is also socially significant part of the process.
FSUE Russian Post took part in all open tenders on data transmission and Internet-providing through the Public Access Outlets. The competition is held by the Federal Communication Agency. Universal services are communications services obligatory granted by operators of universal service. They are provided for everyone in the given term and by available price within the territory of the RF. The enterprise won 68 open tenders for providing universal services.
In 2008 operator of universal services Russian Post has main task to providе universal services and improve their quality within the territory won in the tender.
